Cannot view Cost Explorer
There are three situations that prevent you from viewing the Billing module in general and Cost Explorer in particular:
1. Your account has the Tenant Owner role but billing data is empty.
Contact FCI Sale Support to set up service pricing and enable billing data display on the Portal.
2. Your account does not have the Tenant Owner role.
Ask a Tenant Owner in your organization to grant IAM permissions following the guide at Grant billing permissions/.
3. Your account has sufficient billing view permissions but no data appears.
Check the Project and Region currently selected. Try selecting the default Project and the Region where your billed resources are located. If the issue persists, contact FCI support.
